allow only IP-Blocks from Mobile Phone Providers for inbound traffic

Hello,

I would like to allow only inbound connection from:

Vodafone + T-Mobile

Do you think it is realistic to whitelist their IP Blocks at the Watchguards? (at the FROM Field)

E.g. I am talk about a inbound 443 Rule for MS Exchange
