Fantasy book I have read in the 1990s with magicians who could turn into animals. The woman magician works as a cook while raising a boy who will eventually becomes a king or an emperor Shandar for short or Imshandar
It was more about the boy becoming a king than about magic per se. Also the boy was an orphan. And the magicians were hiding him, the heir to the kingdom, till he could win it back.
