I may have been scammed trying to buy a bigme hibreak pro

Based on recent good reviews I decided to buy the hibreak pro. I googled it and found 2 addresses:

store.bigme.vip - this one says "the official bigme store", and says it is up to pre-order.

bigmestore.com - this one says "welcome to the bigme store", and it says that the phone can be bought.

I bought from the second one. It has been a week and it hasn't shipped. Was I scammed? Did I just lose 450 USD? I paid through paypal so basically paypal is partnering with scammers? In the paypal receipt it says the store is "HK Bigme Group Limited" so I would assume scammers would say a different name?
