Ideology - Secret society/ Class system

Hey I never took a deep dive into the ideology system, and I wondered if someone could help me find a good way to create a society that is basically ruled by one ideology with a second class of another one, without them automatically convert each other all the time. Would be thankful for all information.

(FYi the plan is a secret mage ruling class/illuminati-game with rimworld of magic)
