Completely new PC, build by the sellers. Did I get an used CPU AMD Ryzen 7 9800X3D ?

I've ran a few benchmark tests and it seems my CPU is performing very poorly based on it's specs...

The worst was 106% and this one is the best.

I've ordered it a few months ago, but they didn't have CPU and I had a temporary one installed (amd ryzen 5 7600) which actually performed around the same...

Now they re-installed it since they've finally received a shipment, but I doubt it's a completely new CPU...

I know I should build it myself, but I wasn't sure on how to properly do it.
