is it time to move off of am4 to am5?

in cpu intensive games e.g helldivers and cyberpunk (il use cyberpunk to illustrate the issue). with my 4080 s and 5900x in cpu intensive areas like city/dogtown even on pathtracing il sometimes have usage down to 70%. is this a cpu issue and should i get an upgrade to the 9800x3d for example?
