Notice of Lien judgment for unpaid Tax

This might be lengthy but I absolutely need help. I used to live in MD then later moved to DC and signed a lease agreement for 3 years. When I got my job, WFH DC was taxing me. I barely checked my paystub. Fast forward to 3 years later 2024, I filed my 2021,2022 and 2023 Taxes. The lady who filed my Taxes asked my why Maryland and DC were taking out taxes from my pay and this is when I got to know that MD was also taxing me. So she went ahead and filed for a refund from MD state. I waited for a refund for almost 6months. When I called to inquire why I had not gotten a refund, that is when they told me I was owing them $30k. I was taken aback and explained that I was not a Maryland resident during this time period and I probably shouldn't have been owing MD taxes. They advised me to send proof that I was a DC resident and Tax forms to show I was paying Taxes in DC, which I did. Two months later after not hearing back from them, I called again and was told that the case was closed and it was determined that I was owing. I requested an online meeting with the comptroller's office which I got and she explained to me that, it doesn't seem like they ever reviewed my case and advised I filed an appeal. I took the advise and file but didn't hear back from them. Followed up multiple times , until this Friday when I call and was told that my case had been assigned and that they will reach out to me. Then I went to the mailbox today and saw a Notice of Lien of Judgement for Unpaid Taxes ruled in favor of MD- State of Maryland as plaintiff vs Me.

At this point I am really confused as I don't know if this is the outcome of the appeal or if they are still to review my case. And if this is the decision, why was I not a part of the process? I am really worried. Also I searched all night and saw that I could file an appeal with the Maryland Tax court for this decision but I don't seem to be able to find the actual form. Mind you I have moved out of state so I can't just walkin to their office, however I can make arrangements to travel to MD to sought this out. sorry for the lengthy Post but I have literally been awake all night. Please Advise!
