Time Machine backups not showing up, please help

I connected my Time Machine disk to my computer after erasing and a clean install due to some disastrous issues that I'm still not sure I've fixed. In recovery mode after the erase I connected it and it showed "no macOS system backups were found". After installing macOS I connected it and there's nothing in finder. if I run ls /Volumes/Time\ Machine in terminal it says operation not permitted, even with sudo. Disk utility shows that the backups are still there with the amount of storage used up, I just cannot restore from them.
