We were never friends to begin with

Why does he want to be friends if we were never friends to begin with? He told me he grew out of me so I begged him to block me repeatedly but refuses to do so. I told him how I still have feelings for him but he asked to be friends. Why? I genuinely can’t wrap my mind around why he would want to be friends with someone he was not friends with to begin with?
