Carrier substance to apply to the hair skin?

Hi. I'm looking for a carrier that isn't greasy or oily to apply to the hair skin. Reason beeing is that I have an active component for hair growth that has to be diluted down to 0.1%. But what carrier might be useful for that dilution? It shouldn't be too greasy or oily.
