Laptop recommendations for data science learning at home

I want to learn data science and need to buy a new laptop. Can you guys recommend what laptop to buy?

My budget is 50-70k. Will be buying from Dubai or USA.

Do not want to buy macs. I'm currently working as a software engineer.

Thanks in advance.
