Frequent dips in voltage

Ive moved fairly rural and my utility company's service is terrible out here. Every time there's the slightest bit of wind, there's frequent power fluctuation where lights will dim briefly, or blip out for a split second, and sometimes lights will get brighter than they should for a split second. The utility has been out, tested the line from pole to meter, installed a monitor for about a month, but refuse to acknowledge there's an issue, even though all my neighbors have the same issue and have just dealt with it for 30+ years. Ive had an electrician out who verified there's nothing wrong with my panel or wiring in the house - he was here for a separate renovation project though and didnt get a chance to talk about how I could remediate the problem. I rarely have actual outages, just quick split second fluctuations.

What are my options for protecting my sensitive electronics, like computers, TVs, fridge, and now Mitsubishi mini splits that I replaced my oil heat with and seem to dislike the power fluctuation? Ive heard people mention capacitor banks, or batteries, or just a whole house generator. Id like to know what's the options and how cost effective each is. I appreciate any feedback.
