IMA (Individually Mobilized Augmentee) IDT Pay Processing

Does anyone know what the deal is with HRC taking months to process IDT pay for soldiers in the IMA program? And why do IMA soldiers need to send their 1380s to HRC for processing in the first place? Shouldn't the local IMA coordinator be given access to RLAS allowing them to process 1380s at the unit of assignment rather than submitting a PAR via IPPS-A to HRC? Current turnaround time for 1380s at HRC is 45-60 days which is not very reasonable considering these soldiers are taking military leave from their civilian employer and would like to be compensated during that time of lost income from their real world job.
