Graduation Fee

Is it mandatory to pay the graduation fee even if I am not attending the graduation?

Also, lets say if I graduate this semester (last sem of college), but I want to take couple classes in the following semester to maximize my pell grant, is that possible? Should I still apply for graduation or until when I am for sure done with college?
