Considering returning 7900gre (read description)

Recently built a pc, 7700x 7900 gre. Since it's been built, it works fine for the most part but any game I play seems to have alot of stuttering. Weird thing is, the fps gets pretty high on some games 500+. But I've played efootball, lethal company and bedrock/java minecraft and on minecraft the stutter is pretty unplayable. Certainly not what I paid for. Its not AS noticeable on other games but still, not what I paid for. So far, I've configured and tweaked adrenalin settings alot. I initially had 2 gpu cables that connected to one psu slot. I've since changed that to 2 separate cables. I've clicked factory reset on the driver download and I've reset windows. I've tweaked the BIOS, disabled and enabled expo. Nothing seems to work. I really don't want to bc it seems like a bad deal but I might return it and get a 4070 which somehow costs more. If anyone knows a fix pls lmk. It's a brand new pc, new hardware.
