New boss red flags

I had a 1:1 introductory meeting with my new head of department, not very many niceties, just straight to questions about my hours, holidays contract etc. then a little chat about budgets etc. but then they slipped into the conversation that they wanted to record 1:1 meetings in future to be transcribed. What are your thoughts? I know I can refuse consent to be recorded etc. but should I go to HR? Is it reasonable to even ask (not that they were asking) with no mention of how these recordings are to be used, kept or shared?
