PhD student lost VA funding and research data

I’m currently a PhD student at a major university. My research lab worked off a VA contract for the last 4 years. Unfortunately, my university has been targeted by the executive branch for different issues causing the VA to pull out of the contract. All of my research and study has been connected to this contract and now I’m left with nothing.

Do I have any possible form of recourse, monetarily or otherwise, against the VA/Government for breaking the contract?
