Mods in Reddit sub blocked messaging?

I was permanently excluded from a Reddit sub. The chat where I am supposed to address the ban is blocked and I cannot message the moderators. Who am I supposed to contact in that case?

Also, how/where am I supposed to report moderators for misusing their position?
