AI Difficulty Damage Slider Doesn't Work

The title. The AI is tanking my hits and doing crazy damage on Legend difficulty even with the slider on 0. It's super unrealistic and pretty much ruins the game for me.

Has anyone had this problem/found a way to fix it?
