'Bury Your Tears With the Past' event banner

Hey guys, new player here. I'm kinda confused about Hugo (I think that's Hugo) in the event banner art. I've started the game two days ago, so I'm not familiar with the way it's handled. In Genshin, for instance, the art for event banners doesn't really give you anything you can't get in the game. So, in regards to Hugo (I think), is this a re-model? A teaser for a future skin? Also, is the other boy a playable character?
