I can't move forward with the application: "you are located outside our supported region"

Hi, I live in Brazil and I received an offer to work as a 'Portuguese (Brazil) Freelance Writer'. I followed all the steps, including data, resume, ID verification, PayPal. At the end, on the dashboard, there was a message "There are currently no suggested projects for you. Please come back later". I contacted support informing that I live in Brazil and met the prerequisites and they replied "Unfortunately, you can no longer complete tasks on our platform because you are located outside our supported region." I'm not sure if I'm fulfilling all the requirements, I didn't take any additional tests or exams, I was 'barred' when I signed up.

I don't use a VPN, I'm located in Brazil. Does anyone have any tips on what might be happening? Do I have to include any additional information, qualify in any skill? There is no indication of this in the description and the issue of being located 'outside' doesn't make sense.

Regarding skills, do you suggest I do them to open up the range of opportunities and have more chances of access?
