Blue city off limits

Not sure if anyone has run into this issue but all the routes to the blue city are blocked on my map.
I have circled it several times and have not been able to see any path.
The areas that do not have water have boulders or trees in the way.
Have i been just unlucky with my map generation or could i be missing something?
