Diluting oil for female

Does anyone have experience with this? Injectable concentrations appropriate for female dosages seem to be hard to come by unless thru a compounding pharmacy. Is it as simple as taking a bit of 250mg/ml test cyp for example and adding sterile oil? Heat it up a bit and mix well? I imagine the carrier oil must be the same type.

This is for my own curiosity only. My wife is happy with her HRT cream but she did struggle with getting dosage correct at first to get dialed in. I hear people who use pellets have similar issues. Figured the homebrew folks here might be able to chime in.
