Can i ride fuel scooters? (bushra)

can i ride fuel scooters like honda dio 60cc. it’s not registered so no number plate and i’m only riding it in my neighborhood (karama) and like only riding it where scooters are allowed to ride. Btw i called dubai police customer service like 4-5 months ago and they said it won’t be impounded but i need to wear a reflective vest and helmet.
