Penn scholarship negotiation?

I think Penn is my top choice at the moment, but haven't heard back from them on aid. I have a $150,000 scholarship from GULC that I am seriously considering, but I have to accept by April 1. Do I go to Penn now with that and my other T14 scholarship offers? Still also waiting on Duke, but they told me I will likely hear from them before my April 1 deadline.
