Is this PC setup good enough?

A friend wants to run an internet cafe and wants to rent out PCs to play different games, but he wants to use 4K displays for gaming. My question is, is this card not enough for this job? My understanding is that it will run games in FULL HD resolution, but will it affect upscaling in any way? It costs approximately $1200
