PS Form 4056 - Neighbor’s dog

Hello, I received a notice from the post office that i have to install a box where the postal worker does not leave the truck. my neighbors dog bit a postal worker. is it standard for the whole block to also receive a notice? is this a mistake that was filed at my address?

edit: neighbors dog bit the postal worker on their property. entire street and next street over (plus more) have received same notice.
