i dont feel any change after upgrading my gpu

ive upgraded my gpu from a 1660 ti to an rx 6700 xt and i dont feel much changes in fps i still get stuttering when getting into gunfights could it be that my cpu is bottlenecking me (i got an i7 10700) if so what would be a good upgrade without spending too much?any help appreciated
