Is the 433MHz Band Really Unlicensed in India?

I'm working on a project using two ESP32s with RYLR498 LoRa modules to communicate over 433MHz. The goal is to send a simple signal (0 or 1) between two nodes about 250 meters apart, obstructed by concrete walls and trees.

I came across the "Rules for Use of Low Power Radio Frequency Devices in the frequency band 433.05-434.79 MHz, Exemption from Licence, Rules, 2022" Act, which mentions 433.05–434.79 MHz as exempt from licensing. Does that mean I can adjust the frequency of my 433MHz RYLR498 to 433.5MHz(if it's possible🤷🏻) and use it legally in India?

Can anyone clarify the legal standing of the 433MHz band for this kind of setup? Any insights would be helpful!
