Upgraded PC -> Worse Performance??

Hello everyone. I have a bit of an odd experience. Recently I upgraded my PC from AM4 to AM5.

Name I switched from 3700 to 9900x. PSU from 650 to 750W. RAM from 32 GB to 64 GB. Fans to Noctua fans. New motherboard too, of course. Also moved from games stored on HDD to all SSD.

On Alan Wake 2, my performance went from 40 FPS on HDD on my old PC at high settings, to about 10 FPS on SSD with my new setup on medium settings.

On Task manager it says my GPU is fully utilized. CPU is at 15%. Temperatures are all pretty good.

Needless to say im pretty disappointed and I have no idea what the hell happened. I installed all drivers from Nvidia btw.
