Confused about a setting on text/contacts

I have a friend. They use an android and usually messages would say delivered or whatever like normal. If their phone was off it would say sent as an sms. Okay. Now my messages say nothing and the option for read receipts is completely gone. What does this mean? Is this a new iPhone setting or have they blocked me? Any input would be helpful.
