Question on Eldar Windrider Host Fade Back Maneuver

It specifically says, “in your opponent’s shooting phase, just after an enemy unit has shot.” Does this mean that said unit does not need to have made “all” of its shots yet, just that it has shot already? Like if a vehicle makes an attack with a weapon, could the targeted unit make the fade back move and avoid being attacked any further? Provided it moves out of line of sight?
