Confusion about grow lights

I was thinking of bringing my Yuzu in over winter (even though it would do fine outside) and supplementing it with a growlight to help it recover better.

I’ve seen conflicting information about what a growlight is rated for vs power draw vs lumens required.

In this case I’m specifically referring to e27 bulb LED grow lights. Would a 150w growlight be enough even if it only draws closer to 25w, or is a full 150w power draw necessary to meet the needs of citrus?

If anyone has any decent recommendations that won’t break the bank that’d be great.
