Stranger missions won’t appear in Rhodes

Hello, I am currently playing RDR2. I am in chapter 3 and I wanted to do some stranger missions. I looked up which ones are available for me right now in the game and i am trying to complete “The ties that bind us” and “the iniquities of history”. Only problem is that for some reason they don’t appear at all. Currently in chapter 3 it doesn’t allow me to use weapons or cause chaos in Rhodes for main story reasons. Is there any way to fix this and make the missions appear?
