Do I clear out the flower bed - mid March

As the weather is starting to improve, I want to fix up my flower bed.

Im not sure if I should pull everytging out bar the plants.

Ive attached pictures, what do you recommend. I have two rose plants and two others (don't know the name). I think daffodils and bluebells will grow. They did last year, but there's not much on this side of house.

I can get rid of moss though right?
