German student visa rejection- Reapplication

My German student visa was rejected for not having a proper proof of 1 year living expenses. (My blocked amount confirmation letter arrived late) .

Now though, i have everything sorted. I'm reapplying. But my question is: Should I mention about the previous rejection in the visa cover letter ?

Please help me with your valuable suggestions. The ones who had gone through the same situation please share your views and experience on the same.
