Is my cat overweight?

Hey all! I have come seeking advice about my cat, whom has been growing on me a lot lately. My fat, little cat is 13.5 lbs and is always asking me for food. I used to feed him 13lbs portions (given that was his weight), but I am now feeding him the portions listed for a 10 lb cat (given that should be his target weight). He still won’t lose weight though.

When this chubby little guy is walking around he comes off skinny. But a lot of his weight seems to be distributed to his pouch. So when he sits down, he looks very chonky
