Help identifying early 00s indie title

There was an indie comic I read in about 2002 about this weird theme park on a fictional island near Cuba. It was absurdist and kind of eerie, and there were a lot of circus freak type characters living on the island. The architecture of the theme park had Gaudi elements. The issues I had were black and white, and the art style was like something out of Juxtapoz. Don't think it was from one of the big publishers.

Anyone heard of something similar?
