Community question: If someone carts twice in a hunt they joined, should they leave the hunt?

As the title asks, should the community self police itself a little? I've done this pretty regularly for a few games now as I think a single person, and not the quest owner, using all three carts is just rude. Since the recent update this has been happening a lot and there isn't a way to remove someone from your hunt.
