Would it be hard to make friends as a freshman living off campus?

Torn between applying for single in Marshall college or rent nearby. I really need personal space and have accommodation to live alone. The cost of single room on campus and rent does not make a big difference. Just wondering about the social life. Any other ways to make friends?
