6700xt problems

hello i have one 6700xt and i never get 99% use in my games and sometimes the gpu just drops from 2500 ghz to 600 and go back up but is never locked in 99% always 80/96%...

Cpu ryzen 5 5600x
Gpu 6700xt
MB Asus tuf gaming b550-plus wifi ii
Ram DDR4 Corsair 32GB 3200Mhz
PSU 850W
SSD kioxia -exceria G2 (maybe the problem?)
Monitor HP gaming x27c 1080p
