Glowing collars

Is there a canon explanation for why the inside of the jacket collars glow? Like what the purpose of it is supposed to be? I'm making myself a 2077 themed jacket and it's all patterned, but the collar ended up being very large and it has a curve in it to make it over the shoulder and down the front a little without buckling, and the only way to get an EL sheet big enough to cover the space is to spend a small fortune on a huge sheet of it and trim it way down, which I'd like to avoid. I had the thought that I could cover an inch or two of the length with some kind of 3d printed mechanism at one end of it, but I wanted to try to figure out if that would be contradictory to Canon for some reason. I know David's jacket is solid blue, which is what I want to do, and the crystal jock jackets have the design, but the pozer jackets have an actual moving graphic. Does anybody know what that's for?
