Best apartment/hotel to accommodate 12 girls for bday party?

My friend and I don’t have an apartment in the city but we want to host an intimate birthday party in the city without breaking the bank. However, we’re having trouble finding a large enough place to host since Airbnbs are no longer a thing in the city.

Does anyone have any recommendations? Our budget is ~$600
