Allow camera viewing while in the building with live view only, not through the Protect app

I’ll preface by saying that I have very little admin experience with our ubiquiti system. Ive had to learn as I go by searching the internet. About six months ago I created a user/account where someone on our safety team could view cameras while in the building once a week. We do not want them to log into the Protect app to view from other locations. It worked for a while until we had a power interruption last month. I’ve tried everything to recreate the same scenario and when I choose local access only that account can’t see any camera while logged in at the building. Perhaps I’m misunderstanding local access only. I had an admin account set up with live view only and I thought local access only. Can anyone help me understand how to recreate the user account?
