Is it unfair that employees abroad are allowed to be fully remote but local workers expected to RTO 2 days per week?

Been in the office one day a week for around a year or so and was fully remote for a year after Covid. We are now going to 2 days, however I recently found out the company is allowing workers who live abroad to work fully remote, I was told this is done “hush hush” by upper management but there may be contractual agreements with this such as less pay. This seems very unfair to me to expect local workers to commute but allow others not to have to go to the office? I am thinking of asking if I can return to fully remote or once every 10 days or something as I have a medical condition that severely affects my sleep and makes the 1 hour each way commute unbearable at times. I’m thinking with this together I may have a strong reason to be allowed?
