Smoking crack in public places

Real talk, when did we decide as a society that smoking crack in busy public places was low key accepted. Like I understand that some unhoused people have nowhere to go to consume their drug of choice but how did we go from barely ever seeing this to it being a common occurrence in the metro where not even the metro personal do anything about it anymore?

Where hard drugs decriminalized or did the police just give up enforcing the law or was it something else entirely? Like what is going on other then "lack of public funds" and "economy is bad"???
