HELP with Cisco IE3300 82TS-E

Hi everyone, I come here for your help, I have a Cisco switch IE3300 and I have already connected my devices but is not blinking any led of the ports, also the operational LED is blinking green, like it's in booting phase, but when I tried to do the reset factory settings I press the express button about 15s with nothing connected and no voltage in the switch (also tried with voltage) but the express led doesn't change, some instruccion to provide?
