Grandmother in law driving with a 30 year old expired license.. severity?

Location: San Antonio, Texas

Recently found out my grandmother in law has been driving with a 30 year old expired license, she does have car insurance but refuses to renew her license.

She is disabled and I’m more concerned about Public safety than anything. Is there a way to prevent her from driving?

Will authorities do anything?
