Tweeters on honda accord 2015 muffly staticy and very low?

What could be the cause of this I have already removed and tested new tweeters but the result was always the same. Accord automatically directs voice calls to tweeters so its impossible to speak to someone on the phone directly, their speech is inentiligble, like someone trying to speak under water.
