Why did Ice Hockey never became so big like in other neighbouring countries or cold countries?

So basically if you look at Russia, Belarus, the scandinavian countries, canada, slovakia and other countries with a cold climate Ice Hockey seems to be a huge Sport but not in ukraine. Is there a reason for it?
